Emergency Management Resources

OWWA has partnered with the Ministry of the Environment to provide drinking water emergency planning resources and example plans. A range of materials is included that may be tailored to systems of different sizes and organizational structures. 

Example Emergency Response Plans

1. Example Emergency Response Procedures Manual for Water and Waste Water Systems [download - pdf - 4Mb]

Description: The Regional Municipality of Niagara has provided this example Emergency Response Procedures Manual which includes a set of detailed emergency response procedures. These procedures could be modified for use by any size system.

2. Example Water Works Emergency Plan [download - zip - 0.7Mb]


Description: The City of Guelph has provided this Water Works Emergency Plan which outlines a systematic and coordinated response to a water system emergency or major incident. This plan also helps ensure maintenance of business continuity and continuity of services.  This plan could be modified for use by medium to large size systems.

Emergency Management Planning Resources

1. A Template for Emergency Response Plans (ERPs) Small & Medium Sized Water Treatment Plants Ontario (Ontario Clean Water Agency) [link]

Description: This template provides guidance on developing an emergency response plan for small and medium size systems.  A checklist and step by step guidance is provided for developing 7 key emergency response procedures.

2. Emergency Response and Recovery Planning for Water Systems: A Kit of Tools (AWWA Research Foundation, 2006) [link]

Description: This report contains a written document and an accompanying CD-ROM that together comprise a kit of tools designed to assist community water systems with preparing,  maintaining and improving their emergency response and recovery plans and ongoing emergency response and preparedness programs. These materials could be used by any size system. (available for purchase)

3. Emergency Planning for Water Utilities (AWWA, 2001) [link]

Description: A manual designed to instruct a utility on four stages of emergency management including mitigation (hazard summary, vulnerability assessment and mitigation actions), preparedness (emergency plan elements), response and recovery (training). (available for purchase)

4. US Environmental Protection Agency Water Security website [link]

Description: A US website that provides links to a variety of tools and documents that help water utilities develop a plan and respond to emergencies (includes vulnerability assessment tools, training tools, publications, templates, legislation and directives and latest research).

5. Emergency Preparedness: Preparing for the Unanticipated (Iowa Department of Natural Resources) [link]

Description: A model plan that provides suggestions for emergency organizing, prioritizing, planning and training using template forms that can be adopted with specific information pertaining to each water utility.

6. Emergency Response Planning Guide for Public Drinking Water Systems (Washington State Department of Health) [link]

Description: This is a guidance document that can be used to develop an emergency response program. The document is intended for use by any size water system and may be modified to fit the specific needs of each system. Part 1 discusses important emergency response planning elements while Part 2 is a template for creating the plan.

7. Tabletop Exercise Planning Guide for Public Drinking Water Systems (Washington State Department of Health) [link]

Description: This guidance document includes the pre-exercise planning, development of a detailed exercise package, identification of evaluation criteria, control and evaluation processes, and post-exercise critique and analysis.  Sections may be deleted or enhanced as needed.
